The Community Services Master Plan was designed to serve as a roadmap for the Community Services Department. The Community Services Master Plan studies existing parks and recreation programs and provides a framework for the future parks and recreation system in the City. The Plan was last adopted by City Council in 2004.
The comprehensive Master Plan is intended to preserve the community's enviable position in terms of parks, recreation and social service programs. The 2004 Master Plan helped guide the Department through growth and changes, including the development, completion, and implementation of Splash! Regional Aquatics Center.
The Community Services Master Plan update provides direction for enhancement of Community Services in La Mirada. The Master Plan update addresses the following topics:
- Existing Parks, Facilities and Open Space Resources
- Existing Recreation Programs and Services Resources
- Recommendations, Guidelines, Implementation
The Master Plan update is developed in conjunction with the Community Services Needs Assessment process. The Needs Assessment process involved the use of a community survey mailed to all homes in La Mirada and a number of focus group interviews. The Master Plan is closely linked to the "Vision, Insight, Planning" project developed by the California Park and Recreation Society

Focus Groups
In addition to the survey, several community meetings were held for residents and community members to provide input regarding La Mirada's Community Services needs.
