Pursuant to the City of La Mirada Municipal Code Title 4 - Business Permit and Regulations:

4.02.020 Purpose.
The purpose of this title is to provide a procedure by which certain specific businesses may be approved which also may require special investigations or require that certain conditions be attached in order to preserve the public peace, health, safety, morals or welfare of the residents of the city.

(Ord. 383 § 2 Ex. A (part), 1986).

4.02.030 Permit required.
(a) No person shall commence, transact or carry on any business as listed in this title without first having procured a permit from the city.

(b) This title shall not be construed to require any person or company to obtain a permit prior to doing business within the city if such requirement conflicts with applicable statutes or constitutional provisions of the United States or of the state of California.

4.02.040 Compliance with business license law.
All businesses requiring a permit pursuant to the terms of this title, unless specifically exempted in this title, shall obtain and pay the fees applicable for a license pursuant to the terms and provisions of Title 5 of this code.
