Pursuant to Chapter 9.108 (Non-Charitable Solicitor) and 9.109 (Charitable Solicitor)
Each solicitor must maintain on their person at all times while soliciting: the original identification card issued by the City and a valid driver's license; identification card or other form of identification bearing the solicitor's name and photograph. Each solicitor must have the company/business name/charitable organization readily visible.
Permits must be approved before any solicitation is done.
"Solicit" or "solicitation" means: (1) Any request, plea, demand, or invitation, or attempt thereof, to give money or property for any charitable purpose, without prior invitation, appointment or consent, made upon any private property in the city in which the solicitor has no possessory or ownership interest; or (2) The sale of, offer to sell, or attempt to sell, for any charitable purpose and without prior invitation, appointment or consent, any advertisement, advertising space, book, card, chance, coupon device, magazine subscription, membership, merchandise, ticket of admission, or any other thing or service upon any private property in the city in which the solicitor has no possessory or ownership interest.
- Communication that is political, religious, or charitable in nature and that does not involve solicitation of money, funds, contributions, or anything of value.
- Delivery of items ordered by resident or business (newspapers, groceries, etc.)
For Non-Charitable businesses
- Each solicitor for the business must apply for the solicitors permit.
- Each permit is $188
- Each solicitor must complete a sheriff investigation form/personal information form. Please see the Business License Desk to obtain the sheriff investigation form/personal information form.

- The company must obtain a City of La Mirada Business License.
For Charitable businesses
"Charity" means and has that definition set forth in California Business and Professions Code Section 17510.2(d)which defines "charity" as including "any person who, or any nonprofit community organization, fraternal, benevolent, educational, philanthropic, or service organization, or governmental employee organization which, solicits or obtains contributions solicited from the public for charitable purposes or holds any assets for charitable purposes."
- Only the individual responsible for the charitable organization completes the charitable solicitation permit. Proof of non-profit status is required.
- The fee for the charitable organization is $50.00.
